Past Assistant Governor (PAG) Ganbold Chuluun of the Rotary Club of Ulaanbaatar, Mongolia, has been awarded the “State Distinguished Emeritus”, the highest honor conferred by the State of Mongolia. The award was presented to him on July 11, 2025, by His Excellency President Ukhnaa Khurelsukh at the Government House in the capital Ulaanbaatar.

This prestigious recognition celebrates PAG Ganbold’s decades-long dedication to the Rotary spirit of “Service Above Self,” as well as his significant contributions to Mongolia’s cultural and banking sectors. As a charter member of the Rotary Club of Ulaanbaatar, RI District 3450, Ganbold’s lifelong commitment to community service and leadership has been instrumental in advancing both Rotary and Mongolia’s socio-economic development.

Ganbold earned his graduate degree from the University of International Studies in Moscow and began his career at the Executive Committee of the Confederation of Peace and Friendship of Mongolia, where he served as Secretary, overseeing daily operations. Embracing Mongolia’s democratic revolution in 1990, he was a pioneer in promoting foreign direct investment, collaborating closely with international investors and development agencies. Notably, he launched Mongolia’s first English-language newsletter to keep the diplomatic, development, and financial communities informed on political and business developments.

Under his visionary leadership, Ganbold held key roles within the TenGer Financial Group and Xac Bank of Mongolia. He served as Chairman and non-executive Board Director of TenGer Financial Group from 2002 to 2022, and currently holds the title of Chairman Emeritus. Xac Bank, which transitioned from a non-banking financial institution to a full commercial bank during his tenure, remains the only systematic bank of its kind in Mongolia.

Ganbold is widely recognized as a founding figure of Rotary in Mongolia. In 1995, he and fellow leaders launched the Rotary Club of Ulaanbaatar—the first Rotary club in the country. He served as the club’s third President and later became Mongolia’s first Assistant Governor. His service extended to Rotary International, where he was Deputy Chair of the District Public Image Committee and Aide to Past Rotary International President D.K. Lee.

Beyond his official roles, Ganbold is a role model to Rotarians across Mongolia and RI District 3450. His wife, Enkhtuya Orosoo, and his younger sister, Enkhtuya Chuluun—who also served as Assistant Governor for Area 9—are active Rotarians, highlighting the family’s deep Rotary commitment. Over the past 30 years, PAG Ganbold has mentored countless Rotarians, shaping future leaders within Rotary, business, and community service. He is proudly recognized as a Paul Harris Fellow.

Thanks to his foresight and dedication, Rotary in Mongolia has expanded significantly. From the first Rotary Club at the heart of Asia, the movement now encompasses two Areas within District 3450, with promising prospects of becoming a full Rotary District in the coming decade. He was also instrumental in establishing the Rotary Information Center in Mongolia in 2017, which—supported financially by the Rotary Club of Ulaanbaatar—serves Rotary, Rotaract, and Interact clubs nationwide and functions as a vital community liaison.

Currently, Ganbold chairs the Arts Council of Mongolia and is fluent in Mongolian, English, and Russian. Beyond his distinguished professional and Rotary achievements, he is a devoted husband, proud father of two daughters, and grandfather.
